OPERATIVES of the National Bureau of Investigation (NBI) arrested three Chinese for kidnapping and serious illegal detention in Paranaque City.
The August 8 operation was led by operatives of the NBI Cybercrime Division after a complainant sought help, alleging that his friend was being unlawfully detained and coerced into working by the three foreigners.
The complainant said his friend was also threatened with death by the three — later identified as Zou Tao, Jin Cai, and Junying Lyu — if he attempted to escape.
Armed with the information, the NBI conducted an operation that led to the rescue of the victim and the apprehension of the three Chinese.
The NBI operatives recovered a pair of handcuffs used to restrain the victim and several units of computers.
NBI Director Jaime Santiago said they have applied for a warrant to search and examine the computer data of the seized computers for digital forensics.
The three are detained at the NBI detention facility.
Meanwhile, Immigration officers arrested an American in Paranaque City for allegedly operating a restaurant without the appropriate papers.
Bureau of Immigration Commissioner Joel Anthony Viado said Daniel Sung Pil Koh, 54, was apprehended on Aguirre Avenue in Parañaque last August 5 after the agency received an anonymous report that he was actively managing and operating the restaurant despite holding only a tourist visa.
Viado said surveillance confirmed the tip, and online videos even featured him publicly introducing himself as the restaurant’s owner.
“This arrest is a clear message that the bureau will not tolerate any form of abuse of our visa system. We welcome foreigners who visit and invest legally, but we will act decisively against those who disregard our laws,” the BI chief said.
He also reminded foreigners that tourist visas do not permit any form of gainful employment or business activity in the country.
Koh is detained at the BI detention facility in Taguig City pending deportation proceedings.
