11 cops in Muntinlupa brawl recommended for dismissal

THE PNP Internal Affairs Service (IAS) has recommended the dismissal of 11 policemen involved in a brawl between two PNP Special Action Force (SAF) members at a village in Ayala Alabang in Muntinlupa City last May.

IAS Inspector General Brigido Dulay said the IAS recommendation “serves as a stern reminder that no police officer is above the law.

“The public has the right to expect the highest level of integrity from those sworn to serve and protect the public. Any deviation from this duty will be met with the appropriate disciplinary sanctions,” said Dulay.

The 11 policemen recommended to be dismissed included six commissioned officers, the highest ranking a lieutenant colonel. The five others are non-commissioned officers.

The non-commissioned officers include two SAF policemen (Corporal George Rojo Mabuti and Patrolman Roger Ramos Valdez) who figured in the fistfight last May 18. The incident was reported by a security guard and the two were subsequently arrested by responding policemen.

An investigation showed the two policemen, who were assigned in Mindanao, were providing VIP security to a Chinese involved in Philippine Offshore Gaming Operators (POGO) operations.

In a statement, IAS said the two policemen were recommended dismissed “for moonlighting, grave irregularities in the performance of their duties and for engaging in protective services to private persons without proper authorization.”

The nine other policemen recommended for dismissal were involved in a conspiracy to cover up the illegal activities of the two SAF policemen.

They reportedly made it appear that the two policemen were present in their units (52nd Special Action Company and 55th Special Action Company) when they were not.

“The IAS found several SAF officials guilty of grave misconduct, grave dishonesty, and conduct unbecoming for attempting to cover up the unauthorized moonlighting activities of their personnel,” the IAS said in a statement.
