MMDA to roll out single ticketing system next month

THE single ticketing system will be rolled out in the metropolis next month, the Metropolitan Manila Development Authority said yesterday.

MMDA Chairperson Romando Artes said they are now speeding up the procurement of handheld ticketing devices and the training of traffic enforcers on how to use it before the rollout.

“We expect that this will be rolled out in the entire NCR in September,” Artes said in a press briefing at the MMDA main office in Pasig City.

The single ticketing system is being pilot-tested in the cities of Muntinlupa, San Juan, Paranaque, Caloocan, Quezon City, and Valenzuela, with the MMDA providing each of them 30 ticketing devices and training local traffic enforcers on its use.

“We provided 30 units of handheld devices per LGU but we will provide more units depending on their needs,” Artes said.

A traffic enforcer using the handheld device can print a citation ticket, validate and authenticate a driver’s license and vehicle registration, and check if the driver has a demerit point or if the license or vehicle registration has been suspended, canceled, or flagged.

Artes said the device also allows traffic violators to pay their fines upon apprehension through online payment platforms such as Gcash or credit card.

San Juan Mayor and Metro Manila Council President Francis Zamora said implementing the single ticketing policy metro-wide will put an end to the confusion experienced by motorists apprehended for traffic violations.

“There will be no more confusion when it comes to the 20 common traffic violations, which is the main benefit of the single ticketing system,” Zamora said in the same briefing.

Once fully implemented, violators of the single ticketing system will pay a standard amount of fine regardless of where the infraction was committed in the metropolis.

The 20 most common traffic violations and their corresponding fines under the Metro Manila Traffic Code are disregarding traffic signs (P1K fine), illegal parking both attended and unattended (P1K and P2K, respectively), violation of number coding (P500), truck ban (P3K), reckless driving (P1K for the 1st offense, P2K for the 2nd offense, and P2K and seminar for the 3rd offense), tricycle ban (P500), obstruction (P1K), dress code for motorcycles (P500 for the 1st offense, P750 for the 2nd offense, and (P1K for the 3rd offense), overloading (P1K), defective motor vehicle accessories (P1K), unauthorized modification (P2K), arrogance/discourteous conduct (P500), loading and unloading zone in prohibited zones (P1K), illegal counterflow (P2K for the 1st offense and P5K for succeeding offenses) and P1K (over speeding).

National Capital Region Police Office acting director Brig. General Jose Melencio Nartatez Jr. expressed full support for the program’s implementation, saying this will help lessen corruption among policemen and other law enforcers deployed to man traffic.
