Military awaiting IRR of law on fixed terms of officers

ARMED Forces chief Lt. Gen. Bartolome Bacarro yesterday said there is yet no decision as to who will succeed Lt. Gen. Erickson Gloria as AFP vice chief and Vice Adm. Adeluis Bordado as Navy chief because the implementing rules and regulations (IRR) for a new law fixing the terms of military officials have yet to be completed.

Gloria and Bordado are due to retire on Friday.

Republic Act 11709 took effect just last July 1. It sets the term of the tour of duty of the AFP chief, AFP vice chief, AFP deputy chief of staff, Army chief, Navy chief, Air Force chief, AFP inspector general and unified area commanders to three years, and the superintendent of the Philippine Military Academy (PMA) to four years.

“The IRR is still being crafted. Once IRR is approved, we are going to deliberate (who will be recommended) based on the IRR,” said Bacarro.

Bacarro and PMA superintendent Major Gen. Rowen Tolentino are so far the first beneficiaries of the law. Bacarro and Tolentino assumed their posts on August 8 and 12, respectively.
