Legal actions eyed vs Chinese doing business as fake Pinoys

SOLICITOR General Menardo Guevarra yesterday said the Office of the Solicitor General (OSG) will initiate civil, criminal and administrative actions against Chinese nationals who will be found guilty of faking their citizenships to acquire land and operate businesses in the country.

Guevarra said his office will scrutinize the documents turned over by the quad committee of the House of Representatives, which urged the OSG to initiate forfeiture cases against Chinese nationals masquerading as Filipinos. 

The quad committee said the Chinese should be prosecuted for buying lands and setting up businesses in the country, which is prohibited under the 1987 Constitution and other pertinent laws.

“We’ll review immediately the documents turned over to us by the quad committee. Then we’ll engage with other government agencies for further evidence gathering and case build-up,” Guevarra said in a Viber message when sought for comment.

“Once we have gathered sufficient evidence, we will commence the appropriate legal actions,” he said.

Guevarra said these actions may include “civil forfeiture, reversion, escheat, cancellation of birth certificates, deportation and criminal and administrative complaints.”

The OSG has earlier filed a case before the Tarlac regional trial court seeking the cancellation of the birth certificate of dismissed Bamban, Tarlac mayor Alice Guo in connection with her alleged involvement in the operation of a Philippine Offshore Gaming Operator (POGO) hub in her town.

A quo warranto case was also filed against Guo before the Manila RTC.

In asking the OSG to run after the Chinese, it cited the cases of  

two Chinese nationals – Aedy Tai Yang and Willie Ong – who it alleged were involved in questionable land sales in Mexico, Pampanga.

The two, according to the House joint panel, are suspected of falsifying documents to obtain Philippine citizenship and buy lands and set up businesses illegally.
