Govt casual workers urged: Take career service exams

THE Civil Service Commission (CSC) is targeting long-time casual, contractual, and project basis hires of government agencies to take advantage of the opportunity to land regular positions in different public offices.

CSC chairperson Karlo Nograles said the Career Service Eligibility — Preference Rating (CSE-PR) will allow close to a million non-permanent government workers the chance to secure a permanent job for themselves and their families.

The CSC chief said the program is specifically aimed at personnel under job order (JO), contract of service COS), casual, contractual, and coterminous as well as those holding Category 3 and Category 4 positions, and career service employees with first level eligibility collectively called “JOCOSC6.”

“We’re very positive that this policy will have an impact in getting more civil service eligibles into the pool, and getting them to fill up vacant positions in the government,” he said.

Under the CSE-PR workers belonging to the JOCOSC6 with continuous or total service record of at least 10 years can acquire civil service eligibility which will qualify them for a permanent position that match their education, training, and work experiences.

Nograles clarified that even if a JOCOSC6 hire has moved from one government office to another, as long as the total years of service equals 10 years, he/she can secure a civil service eligibility within 20 days once the requirements are complied with.

“As of last year, vacancies in career service in the entire Philippines are 200,889 while for non-career service, there were 3,165 vacancies. Hopefully, with this policy of CSC, these vacant positions in the government can be filled up now because many of our JOCOSC6 can apply… while heads of agency can be assured that these people can do the job owing to their experience in government,” he added.

Applicants need to submit a properly accomplished application form along with pictures and documentary requirements to the CSC regional or field office that has jurisdiction over the government agency where the JOCOSC6 worker has worked or is working.

The application and complete requirements must be filed within six months from the date of release of the results of the CSE taken.
