Garafil named PCO secretary

PRESIDENT Marcos Jr. yesterday named Presidential Communications Office (PCO) undersecretary and officer-in-charge Chaloy Garafil as the department’s head or secretary.

Presidential briefer Daphne Paez said the President administered the oath of office to Garafil yesterday, some four months after she served as OIC.

Paez said the appointment of Garafil comes four months after she was named undersecretary and OIC of PCO (formerly the Office of the Press Secretary).

Before her PCO stint, Marcos appointed Garfail as chief of the Land Transportation Franchising and Regulatory Board (LTFRB).

She was a former state solicitor under the Office of the Solicitor General and former media director and public relations officer of former President Gloria Macapagal-Arroyo.

Garafil was a former journalist who wrote for Malaya Business-Insight, the Philippine Daily Globe, Central News Agency and Associated Press.

The President also appointed veteran banker Michael Osmena De Jesus as acting president and chief executive officer (CEO) of the state-owned Development Bank of the Philippines and Bureau of Patent Director Lolibeth Ramit-Medrano as commissioner of the Philippine Competition Commission.

De Jesus, a former executive vice president and head of corporate banking group at Rizal Commercial Banking Corp., and Ramit-Medrano led a number of appointees who took their oath yesterday before the President.

The other appointees were Emmeline Calderon David, Maria Lourdes Laurel-Avanceña Arcenas, and Jaime Zita Paz as acting members of the DBP Board of Directors; Antonio Paolo Lim and Peter Anthony Joseph Felix who are both assistant secretaries in the Office of the Senior Deputy Executive Secretary; and Manuel Argel Jr. as acting member, representing the employers’ group, of the Social Security Commission.
