Ex-transport partylist rep named LTO chief

PRESIDENT Marcos Jr. has named former 1-United Transport Koalisyon (1-Utak Partylist) representative Vigor Mendoza II as head of the Land Transportation Office (LTO).

The position holds the rank of assistant secretary.

The Presidential Communications Office (PCO) took to Facebook yesterday to announce the appointment of Mendoza and other government officials, including diplomat Philippe Lhuillier who was reappointed as Philippine ambassador to Spain with concurrent jurisdiction over the Principality of Andorra.

Mendoza is a lawyer and currently a partner at the Malcolm Law Offices. He also chairs 1-UTAK.

He is also a former member of the board of the Land Transportation Franchising and Regulatory Board (LTFRB) and a former member of the Board of Trustees of the Philippine Electricity Market Corporation (PEMC), which runs the Wholesale Electricity Spot Market (WESM) in the country.

Mendoza replaced Jose Arturo Tugade who resigned early this year due to differences with the Department of Transportation (DOTr). LTO is under the DOTr.

Lhuillier, initially appointed by Marcos as ambassador to Spain last year, also served as the Philippines’ top diplomat to Spain under the Duterte administration.

He also previously served as Philippine ambassador to Portugal and Italy with jurisdiction over San Marino and Albania.

Others appointed by the President include Jesus Elpidio Atal Jr. as Director IV of the Department of Labor and Employment (DOLE); and Joselito Caballero and William Guinto as Directors III of the Department of Public Works and Highways (DPWH) and Department of Energy (DOE), respectively.

Also appointed were Arturo Trinidad II and Moises Tamayo as directors II of the Department of Finance (DOF) and Department of Justice (DOJ), respectively.
