Eleazar vows cop killer won’t return to PNP

PNP chief Gen. Guillermo Eleazar is thoroughly reviewing the dismissal case against a police officer who shot dead a 52-year-old grandma last May 31 to ensure the cop won’t be able to worm his way back into the service due to technicalities.

Inspector General Alfegar Triambulo, PNP IAS chief, said the recommendation for the dismissal from service of Police Master Sgt. Hensie Zinampan, formerly detailed with the Police Security and Protection Group, is awaiting Eleazar’s signature.

Eleazar said he received the IAS recommendation last Monday and he is now thoroughly reviewing the case to make sure they have an airtight case against Zinampam.

“We are observing due process so we will not have problems like in past instances when dismissed cops managed to get back to the service by filing appeals with the Civil Service Commission and, due to some technicalities, the PNP’s decision has been reversed. We don’t want the likes of Zinampan to have a chance to stay again in our organization,” Eleazar said.

Zinampan, apparently drunk, was caught on video confronting his neighbor, Lilybeth Valdez, before grabbing her hair and shooting her at point blank range, killing her on the spot. He has been charged with murder and faces an administrative case of grave misconduct.

Zinampan’s act came less than six months after Police Master Sgt. Jonel Nuezca also killed in cold blood his neighbor, Sonia Gregorio, 52; and her son Frank Anthony, 25; in Paniqui, Tarlac over an old grudge. Nuezca has been dismissed from service.

Eleazar said he is making sure that all proper procedures for dismissal from the service are properly observed before he signs the dismissal order.
