Eleazar: Cop who shot dead 52-year-old grandma to be axed

PNP chief Guillermo Eleazar yesterday vowed to dismiss from the service a Camp Crame policeman who shot dead a 52-year-old grandmother in Fairview, Quezon City on Monday night.

Eleazar said he has directed the PNP Internal Affairs Service to hasten the administrative investigation against M/Sgt. Hensie Zinampan, assigned with the Police Security Protection Group based in Camp Crame, and his dishonorable dismissal from the service.

“I ordered the fast-tracking of the investigative cases against this policeman so that his dismissal from the PNP will also be hastened,” Eleazar said, adding the administrative case is on top of the criminal case set to be filed by the QCPD against the 42-year-old cop.

Eleazar said Zinampan’s killing of Lilybeth Valdez, a video of which has gone viral, is gruesome, especially because policemen are supposed to protect the people.

In the uploaded video, Zinampan, who was obviously drunk, grabbed Valdez by the hair and shot her at close range at around 9 p.m. He was subsequently arrested by police operatives.

Initial investigation revealed Zinampan figured in a gun scuffle with Valdez’s son last May 1.

A daughter of the victim said Zinampan threatened to harm the family after the incident.
A visibly-irked Eleazar went to the QCPD headquarters in Quezon City, where Zinampan is detained, to confront the cop yesterday. Eleazar grabbed the policeman by his shirt, pushed him against the wall, and cursed him.

“I went here to personally see the suspect or this rogue policeman who we saw in the viral video mercilessly killed like a chicken a grandmother aged 52,” Eleazar said.

Eleazar said he interviewed the suspect, who he said did not deny killing the woman.

“When he saw the video, he can’t deny it,” the PNP chief said.
