THE Department of Social Welfare and Development (DSWD) has submitted to the Philippine Statistics Authority (PSA) a list of at least 5.59 million households that have been identified as the “poorest of the poor” for data matching and prioritization in the Philippine Identification System (PhilSys) registration.
The PSA requested the list contained in the Listahanan 3 of the DSWD’s National Household Targeting Office (NHTO), which will be used to verify the identity of the individual and for the prioritization of applicants for the PhilSys registration under Republic Act No. 11055 or the “Philippine Identification System Act.”
“[To match] the Listahanan database against the PhilSys Registry is one step towards ensuring that all Filipinos have legal form of identity and eventually, to be able to use their PhilSys credentials to access government services,” said Maria Fides Wilma Marquez, chief of the PSA Social Protection Use Cases Division.
Marquez received the Listahanan data from NHTO Director Liezl Visorde and Assistant Director Baldr Bringas.
The DSWD officially launched the Listahanan 3 results of the nationwide household assessment on Nov. 23, 2022. The report showed that of the 15.487 million households from 81 provinces, 146 cities and 1,489 municipalities nationwide that were assessed during face-to-face interviews, 5.599 million households have been identified as “poor.”
The data covered 67 million individuals, with 30.397 million “residing in a poor household”; 54.8 percent of the poor individuals or around 16.7 million belong to the economically productive age or working age of 15 to 64 years old; and 45.2 percent are young or old dependents.
President Marcos Jr., at the start of his term, directed the PSA to issue 30 million physically printed national IDs by the end of 2022 and complete the rest of the 92 million by the middle of 2023.
The national ID will enable seamless transactions between citizens and national and local governments.
