THE Department of Transportation (DOTr) yesterday opened the bidding for the P5.24 billion contract for motorcycle and motor vehicles blank metal plates to address the shortage and delay in the release of license plates.
In an invitation to bid, DOTr encouraged all interested bidders, whether local or foreign firms, to join the competitive bidding for the over P5 billion contract to deliver motorcycle blank metal platers, motor vehicles metal plates, RFID stickers, hot stamping foils, thermal transfer ribbons, carbon boxes and plastic bags.
The DOTr said interested bidders may get the complete set of bidding documents starting June 6 until June 26, 2023.
A pre-bid conference will be held on June 14 through video conferencing, which shall be open to all prospective bidders. The bid opening is scheduled on June 26, 2023.
“(The) DOTr reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with section 35.4 and 41 of the 2016 revised IRR No. 9184 without thereby incurring any liability to the affected bidder or bidders,” the agency said.
It added that “bidding will be conducted through open competitive bidding procedure using a non-discretionary pass/fail criterion, as specified in the 2016 revised implementing rules and regulations (IRR) of Republic Act (RA) No. 9184.”
