DOLE requires live access to video shoots of child actors

TO ensure compliance with safety protocols, the Department of Labor and Employment – National Capital Region is requiring live access to photo shoots or audio-video recordings involving a child younger than 15 years and engaged in public entertainment or information.

Earlier, DOLE issued an advisory allowing children younger than 15 years to participate in public entertainment or information activities under a work-at-home arrangement and stating that only those living in the same house with the child actors or performers shall be allowed to personally interact with them.

DOLE-NCR regional director Sarah Mirasol, in a letter addressed to its field office directors in Metro Manila, said, “A representative of this office shall be given access to the actual activity/shoot through live video coverage in order to monitor compliance with health standards under Labor Advisory No. 23 and IATF Rules.”

“This office may, when it deems appropriate, conduct actual monitoring of the event/activity. For this purpose, the applicant shall provide the location map of the venue where the shoot/activity will be undertaken,” she added.

Mirasol also said the employer is required to submit video footage and photos to the field office within two days after the said shoot or activity. There may also be a validation interview with the child’s parent/guardian and employer regarding the said activity, she said.

The earlier DOLE advisory said if the participation of a director or a cameraman is necessary, it may be allowed provided the activity venue space can sufficiently accommodate additional persons without compromising health protocols on physical distancing.
