THE Commission on Elections (Comelec) has deferred the deadline for the submission of the bids for the internet voting system and electronic transmission services to be used in the May 2025 national and local polls.
In its Bid Bulletin No. 3, the Comelec – Special Bids and Awards Committee (SBAC) said the deadline for the submission of bids for the Online Voting and Counting System (OVCS) is moved to February 21.
“This Supplemental/Bid Bulletin No. 3 is being issued to notify the public and all interested parties that the scheduled Submission, Receipt, and Opening of Bids is hereby reset from 20 February 2024 to 21 February 2024,” said the SBAC.
On the other hand, Bid Bulletin No. 1 provides that the deadline for the submission of bids for the Secure Electronic Transmission Services (SETS) is pushed back to February 28.
“This Supplemental/Bid Bulletin No. 1 is being issued to notify the public and all interested parties that the scheduled Submission, Receipt, and Opening of Bids is hereby reset from 14 February 2024 to 28 February 2024,” said the SBAC.
The SBAC said the adjustments in the schedules of the public bidding will allow prospective bidders to better prepare their offers.
“(This is) to give ample time to all bidders to prepare their bids due to the magnitude and numerous requirements of the project,” it said.
For both the OVCS and the SETS, the SBAC said the submission and receipt of bids is still at the SBAC Secretariat Office located at the Far East Managers and Investors Incorporated (FEMII) Building in Intramuros, Manila on or before 9:00 a.m.
The opening of bids, on the other hand, will be at the Bureau of Treasury (BTR) Convention Hall located at the Palacio del Gobernador Building at 10:30 a.m.
