Highland Broadcasting Network Corporation’s franchise application was also approved through Republic Act No. 11542, which allows it to operate radio and television broadcasting stations in Mindanao, while Republic Act No. 11539 gave the green-light to Instant Data Inc. to operate and provide telecommunication services nationwide.

Among the responsibilities of the franchise holders is to conform to the ethics of honest enterprise and not use its stations and facilities for “any obscene or indecent transmission, or for dissemination of false information, or willful misrepresentation, or assist on subversive or treasonable acts.”
