THE Civil Service Commission (CSC) has warned examinees that it does not produce any review materials for the career service examination (CSE) and persons caught copying questions or taking out test booklets could face jail time and a hefty fine.
CSC chairperson Karlo Nograles reminded examinees to exercise caution in dealing with review centers, groups, or individuals who are offering assistance on how to pass the CSE as he clarified that the commission does not endorse review centers or tutorial service providers.
He likewise emphasized that review materials sold in bookstores and online platforms purporting to contain actual questions and answers in previously administered exams are not from the CSC.
“The CSC does not prescribe, accredit, or endorse any form of review classes nor do we produce or disseminate any review materials for the CSE. Enrollment in review centers and purchase of these products are the sole discretion of applicants,” Nograles said.
On the other hand, unauthorized possession, copying, distribution, or use of CSE materials is penalized as a criminal offense under Republic Act No. 9416 or the Anti-Cheating Law.
“Any person who commits the prohibited act may be meted with the penalty of imprisonment of not less than six years and one day but not more than twelve years and a fine of not less than P50,000,” the CSC warned.
The restriction covers exam documents where in whole or in part while the penalties cover review centers, groups, or individuals whether employed in government or the private sector.
Considered acts of cheating are jotting down test questions, tearing any page of the test booklet, bringing the test booklet home, or mere possession of CSC test booklets by a review center.
Under Republic Act No. 9416 or the Anti-Cheating Law, the unauthorized possession of, and/or unauthorized use, reproduction and/or dissemination in any form of, examination materials, in whole or in part, by an individual, either private or government employee, group or review center, from an unauthorized source, shall be considered an act of cheating.
