THE quiet workers in the motorpool who keep the aging clunkers running, and the go-to guys when office equipment conk out in government agencies are finally getting their just recognition with a chance to acquire special eligibility.
Civil Service Commission (CSC) chairperson Karlo Nograles yesterday announced that positions of Senior Office Equipment Technician A and B are now assigned equipment technician eligibility under CSC Memorandum Circular No. 10, s. 2013.
“The special eligibility for Senior Office Equipment Technicians A and B represents a significant advancement in acknowledging the expertise of our building and office maintenance personnel in the public sector. Qualified individuals will no longer be required to take the Career Service Examination to gain eligibility and apply for plantilla positions,” Nograles said.
He said this means the workers concerned who acquire the eligibility will gain security of employment and other benefits.
Nograles noted that the usual sit-down examinations will no longer be required for the grant of special eligibility since their skills and qualifications are “not measurable by written tests.“
According to the CSC, the one condition that must be complied with is that applicants must have completed one year of “Very Satisfactory” performance in their jobs under temporary status of appointment.
To apply for the special eligibility, individuals holding Senior Office Equipment Technician A and Senior Office Equipment Technician B positions will be required to submit the documentary requirements to the CSC Regional Office or Field Office having jurisdiction over the agency where they have rendered one-year service.
The documentary requirements include an accomplished Civil Service Form 101-G, original and photocopy of the appointment paper of the applicant, certification from the agency head that the applicant has obtained a “very satisfactory” rating during the year, statement of actual duties and responsibilities, and authenticated copy of the applicant’s performance rating form duly confirmed by the agency’s Performance Evaluation and Review Committee.
“Applicants are reminded that their applications must be submitted not earlier than one week before the expiration of the one-year temporary appointment,” the CSC said.
But if the applicant is still employed in the same position after the expiration of his one-year temporary appointment, the application may still be accepted.
ETHICAL STANDARDS
President Marcos Jr. yesterday called on new civil servants to always uphold the highest ethical standards and to provide quality and faithful service to the people.
The President made the call as he recognized the contributions and services rendered by this year’s Presidential Gawad Career Executive Service (CES) and administered the oath of office of newly appointed CES Officers (CESOs) in Malacañang.
This year’s awardees are Regional Director Josefina Abilay, Assistant Secretary Teresa Camba, Schools Division Superintendent Miguel Aposin, and OIC Deputy Executive Director Eduardo Quilang.
Marcos said the dedication of the awardees to public service has fortified his faith in the Career Executive Service, adding that their achievements will serve as an inspiration to all CESOs.
“To our newly appointed CESOs, as you join this esteemed group and reaffirm your duties to provide quality and faithful service to the people, I would like to remind you that you have also taken on the Herculean task of upholding the highest ethical standards in your career wherever it is that you are serving… The bar is set quite high every single day, and for a good reason: It is because your work affects millions of Filipinos and inspires generations beyond your tenure,” the President said.
He urged them to continue to embody the four core values of public service, which are patriotism, excellence, integrity, and spirituality, in everything that they do.
“I challenge you to join me in reinventing ourselves as civil servants and the bureaucracy, to provide the stability and continuity that we will need for our long-term programs and visions for them to succeed,” he added.
The President committed that his administration would continuously strengthen the career executive service as he touted the recent increase in CES occupancy rate from 44 percent to 50 percent.
He said that the increase in the number of career executives is part of the government’s target under the Philippine Development Plan 2023 to 2028. —With Jocelyn Montemayor
