Cop in hit-and-run incident suspended 90 days by QC body

THE Quezon City People’s Law Enforcement Board (PLEB) has imposed a 90-day suspension on a Quezon City police officer whose vehicle was involved in the death of a tricycle driver during a recent hit-and-run incident and three other cops who allegedly tried to cover up the case.

Ordered suspended were Lt. Col. Mark Julio Abong, the erstwhile chief of the Quezon City Police District-Criminal Investigation Unit; QCPD Station 3 commander Col. Alexander Barredo, Senior Master Sergeant Jose Soriano and Corporal Joan Vicente.

The four were suspended by the PLEB, headed by Atty. Rafael Vicente Calinisan, in response to the complaint filed by three sisters of the fatality, Joel Larao.

Larao’s sisters — Arlene, Annale and Armida — lodged charges of grave misconduct, grave neglect of duty, and conduct unbecoming of a police officer against Abong before the PLEB.

They also charged Barredo and Vicente with grave misconduct and conduct unbecoming of a police officer for failure to arrest Abong when they responded to the crime scene.
Soriano was accused of grave misconduct for allegedly trying to railroad the investigation.

The QCPD ordered the relief of Abong days after he was charged with reckless imprudence resulting in homicide, physical injury and damage to property before the QC Prosecutors Office last August 11.

A Ford Ranger vehicle hit a tricycle last August 6 in Barangay Quirino 2 in Quezon City, killing the tricycle driver, Joel Larao, and injuring the passenger, Rozelle Morales.

Abong claimed his vehicle was being driven at that time by Ronaldo Centino, who was responsible for the maintenance of his vehicle, without his consent. Centino was named a co-accused of Abong in the criminal cases filed before the QC Prosecutors Office.

In their complaint, the sisters claimed Abong, who was reportedly drunk, was driving his vehicle when the mishap took place.
