Comelec opens bidding for BSKE ballot paper

THE Commission on Elections (Comelec) has opened the public bidding for the supply of the paper to be used as official ballots in the December 2022 Barangay and Sangguniang Kabataan Elections, a day after a House committee approved the postponement of the exercise to next year.

In its Invitation to Bid, the Comelec – Bids and Awards Committee (BAC), the poll body invited bidders for the supply and delivery of 1,000 rolls of the mechanical paper to be used as official ballots.

“The Comelec now invites bids for the supply and delivery of mechanical paper for the official ballots for use in the 2022 BSKE,” said the Comelec-BAC.

It said it has allocated P88,146.25 for each paper roll, or an approved budget for the contract (ABC) of P88,146,250.00.

“Bids received in excess of the total ABC shall automatically be rejected at the bid opening,” said the poll body.

The Comelec said bidding documents may now be obtained from the BAC Secretariat in Intramuros, Manila from 8 a.m. to 5 p.m. from Mondays to Saturdays; or downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the Comelec website.

A pre-bid conference is also set today (Friday) at 2 p.m. to be held online via Microsoft Teams.

The Commission said the deadline for the submission of bids is in the morning of September 2 and will be done electronically.

The Comelec also said the opening of bids will be done online, via Microsoft Teams, also on September 2 at 10 a.m.

On Tuesday, the House Committee on Suffrage and Electoral Reforms approved the proposal to postpone to the year 2023 the December 5 polls in a vote of 12-2.

The poll body has said it is ready to comply with the decision of Congress with regards to the conduct of the village and youth polls.
