THE Commission on Elections (Comelec) and the joint venture led by Miru Systems are set to sign today the contract for the automated election system (AES) to be used in the 2025 national and local polls.

In an advisory, the Comelec announced today’s signing of the contract for the Full Automation System with Transparency Audit and Count (FASTrAC) project with the joint venture of Miru Systems Co Ltd, Integrated Computer Systems, St. Timothy Construction Corporation, and Centerpoint Solutions Technologies, Inc. (MIRU-ICS-STCC-CPSTI).

“The Commission En Banc is pleased to announce that the Commission on Elections and the joint venture of MIRU-ICS-STCC-CPSTI will be signing the contract for the lease of FASTrAC for the 2025 national and local elections,” said the Comelec.

The contract signing will be at 10 a.m. at the Comelec head office located at the Palacio del Gobernador Building in Intramuros, Manila.

The poll body thanked the Miru Systems joint venture for making the contract negotiations as seamless as possible.

“Comelec expresses its gratitude to the joint venture for having accepted in toto the terms and conditions of the FASTrAC contract, interposing no objections to the line-by-line provisions of the contract, and making a steadfast commitment to deliver the best election technology demanded by Comelec for all Filipinos here and abroad,” said the Comelec.

The Comelec en banc last February 22 declared MIRU-ICS-STCC-CPSTI as the “Single Calculated and Responsive Bid” for the P18.8 billion contract.

The Miru Systems tendered a bid offer of P17,988,878,226.55 for the project.

The partnership of the Comelec and Miru Systems marks the first time that the country will have computerized elections without the participation of Smartmatic International, which the poll body en banc “disqualified and disallowed” last year from participating in any public bidding process for the elections.
