COA hits delay in P10M isolation facility project in Tacurong City

GOVERNMENT auditors have questioned the delay in a P10 million COVID-19 isolation facility project of the Tacurong City government that was supposed to be completed and ready for use as of 2022 but is still barely halfway done.

The 2021 audit of the city released last March 24 showed the structure being erected in Barangay Upper Katungal was way behind schedule even if construction started in mid-2021 and was supposed to be completed within six months.

“The project is expected to be delivered in full in January 2022. However, joint validation conducted by the audit team and the CEO’s (City Engineering Office’s) representative disclosed a physical implementation and utilization rates of 50.94 percent and 20.89 percent only as of December 31, 2021,” the audit team noted.

Asked to explain the delay, the city engineer said the major cause was the failure of a contracted supplier to make timely delivery of materials.

Likewise, the site selected for the isolation facility made it literally isolated.

“Other contributory factors included the unpassable road going to the project site when there is heavy rain since the characteristics of the road lot are loamy-clay type,” the city official said.

Funding for the project was provided by the Office of Civil Defense (OCD) after the city government made a special request for a one-storey building to house new arrivals and keep potential COVID-19 carriers separated from the city residents for the recommended quarantine period.
