CHED employee, ex-professor nabbed for estafa

OPERATIVES of the Quezon City police arrested an employee of the Commission on Higher Education (CHED) and a former Bulacan university professor for swindling or estafa last Sunday night.

The suspects were identified as CHED job order employee Danilo Cabiles Bognot, 30, of Marikina City and Allan Bautista Alba, 38, of Malolos, Bulacan, a former professor of the Bulacan State University.

The two were arrested by operatives of QCPD’s Station 10 and Criminal Investigation and Detection Unit in an entrapment operation at a fastfood joint on Matalino St. in Barangay Central at around 11 p.m.

They were arrested based on the complaint of Haitao Jiang, 44, chief executive officer of Phifua Education Company in China.

Police said Jiang had a transaction with Alba and a certain Libert Acibo regarding diploma, transcript of records, admission letter, certification, authentication and verification from the CHED, and Apostille from the Department of Foreign Affairs.

Police said the school documents, intended for 61 Chinese students in China, were supposed to come from the Philippine College of Health and Sciences Inc., Our Lady of Fatima University, Don Honorio Ventura State University, and Bulacan State University.

Police said Jiang had paid P22.4 million to the suspects but “up to this date, no legal documents from the above-mentioned universities were provided.”
