THE updated lists of registered voters who may participate in the 2023 Barangay and Sangguniang Kabataan Elections (BSKE) in October are set to be released by the Commission on Elections (Comelec) no later than August 1.
In a statement, the poll body said local Election Registration Boards (ERBs) have been directed to complete the verifications of the Election Day Computerized Voters Lists (EDCVLs) and Posted Computerized Voters Lists (PCVLs) on or before July 27.
“Verification of the names of voters and certification and sealing of the EDCVLs and PCVLs shall be conducted not later July 27, 2023,” said the Comelec in Resolution No. 10903.
“Posting of the verified and certified EDCVLs and PCVLs shall be made not later than August 1, 2023,” it added.
The poll body noted that in the conduct of verification and certification of the EDCVLs and PCVLs, the ERBs must exclude registered voters who were previously approved transfer, with double/multiple registration records due to the Automated Fingerprint Identification System (AFIS) matching, are already dead as certified by the Local Civil Registrars, and those stripped of their electoral rights due to court convictions.
On the other hand, it said ERBs should include voters who have been ordered included by the courts, those who were previously erroneously delisted as dead, or abated through AFIS due to wrongful encoding of type of application in the Voter Registration System (VRS).
Under the Voter’s Registration Act, ERBs are mandated to prepare and post the certified list of voters 90 days before a regular election is to be held.
The law also said that voters lists must be posted in the Offices of the Election Officer (OEOs) and in the bulletin board of each city or municipal hall.
Latest data released by the Comelec show there are 68,557,452 registered voters for the barangay elections. On the other hand, there are 23,474,978 registered voters who are expected to participate in the SK polls.
