SEN. Sherwin Gatchalian yesterday said he will ask the Committee on Women to invite a certain Lin Wengyi to its next scheduled hearing after he received information that Lin was introduced by Bamban, Tarlac Mayor Alice Guo as her mother when the family operated a business in Valenzuela City.
Gatchalian said he asked the people who worked for the Guo family at that time and it appeared the mayor repeatedly introduced Lin, a Chinese, as her mother.
“She (Guo) introduced this Wengyi as her mother to the people of Valenzuela. My personal assessment is that this (Wengyi) might be the biological other of Alice Guo,” Gatchalian said at the sidelines of a media forum in Manila.
Guo’s real identity is the subject of an investigation by the Committee on Women after senators questioned her citizenship due to vague information on her birth certificate.
In Guo’s birth certificate, a certain Amelia Villaruel Leal, a Filipino, was listed as her mother who is married to Angelito Guo (Jian Zhong Guo), a Chinese. Guo said Amelia was a former helper of the family.
The Philippine Statistics Authority earlier said there are no records for Amelia Villaruel Leal.
Guo also told the panel that she is the only child of Angelito and Amelia but PSA records showed that a certain Sheila Guo and Seimen Guo were also the kids of Amelia Leal and Angelito Guo. The PSA also said there is a fourth child born to Amelia and Angelito.
PSA records also showed that Amelia and Angelito were married on different dates as reflected on the birth certificates of Alice, Sheila, Seimen, and the fourth child.
Gatchalian said Wengyi’s attendance at the inquiry is important to establish Guo’s true citizenship since based on Philippine laws, if both parents are foreigners, the child will bear the citizenship of his or her parents.
If it is established that Guo is not a Filipino, the government can remove her from the position of municipal mayor.
Gatchalian said that based on records his office obtained from the Securities and Exchange Commission, Wengyi’s name also appeared on the list of incorporators of QJJ Farm Inc., the piggery farm of the Guo family in Barangay Virgen Delos Remedios in Bamban, Tarlac.
He said Wengyi’s name also appears on the list of owners- incorporators of the Guo family’s other businesses.
Gatchalian said a check with the Bureau of Immigration showed that Wengyi and Angelito traveled together 170 times in six years. He said BI records showed Wengyi is the holder of a Chinese passport.
He said the names of Sheila Guo and Seimen Guo also appeared on the list of incorporators of QJJ Farm Inc.
He said Angelito obviously gave wrong information when he registered the birth records of Guo and her siblings.
“In my opinion, the father of Alice Guo lied because the entries in the birth certificates were not errors. This is constant information, four different birth certificates, those are not clerical errors. He declared it four times in four different birth certificates,” Gatchalian said.
He said the invitation to Wengyi is in line “with expanding our investigation” on the possible links of Guo to the POGO industry.
“The name of her (alleged) mother is always seen in all those corporations. So, we also need to know where their money is coming from,” he said.
Guo, during past Senate hearings, said she did not know anyone by the name of Sheila Guo but later admitted she hid the information on her siblings, saying they do not have anything to do with the investigation.
“It is easy to make up stories but you cannot make up those documents because you have already filed them. So, those are the things that we discovered,” Gatchalian said.
