Automatic civil service eligibility to MNSA graduates suspended

MALACAÑANG has ordered a moratorium on the grant of Career Executive Service (CES) rank to graduates of the National Defense College of the Philippines (NDCP) pending a review of its Master in National Security Administration (MNSA) program.

Executive Secretary Lucas Bersamin, on authority of the President, issued Memorandum Circular No. 35 on October 2 suspending the implementation of Executive Order (EO) 145 that grants civil service eligibility to MNSA graduates.

The memorandum states that while EO 145 allows MNSA graduates to be appointed to CES positions and granted a rank that is commensurate to their respective positions, “one of the strategies on good governance and improving bureaucratic efficiency under the Philippine Development Plan 2023-2028 is to guarantee competent and agile human resources in the government, which includes strengthening the CES through the continuous updating of its programs, and the development of a new competency framework for the public sector.”

It said a review of the policy will ensure that its objectives are consistent with existing laws and rules and regulations.

The suspension will remain in effect while the CES Board studies how EO No. 145 impacts on the PDP 2023-2028.

The CES Board will likewise hold consultations with relevant stakeholders, including the NDCP.

The Board is given 60 days from the issuance of the order to submit to the Office of the President, through the Office of the Executive Secretary, a comprehensive report on its findings, together with its recommendations on whether to lift the moratorium or revoke EO 145.

BLE: Demand high for call center agents, production machine operators

OVER 8,000 jobs as call center agents and production machine operators are available due to high vacancies in the country, according to the Bureau of Local Employment (BLE).

Based on data from BLE, the top job vacancies are call center agents and produce machine operators during the period of September 25 to 29.

A total of 4,508 vacancies for call center agents are registered with the BLE, followed by the demand for 4,170 production machine operators.

There are also 3,202 job vacancies for executive assistants.

The BLE said production workers are also in demand with 1,867 job vacancies.

Completing the top five are demands for domestic helpers with 1,397 vacancies.

The BLE said the data is based on the Public Employment Service Office (PESO) Employment Information System (PEIS) sourced nationwide.

Also serving as a source of BLE information is the government-run job-matching portal PhilJobNet.

According to the Philippine Statistics Authority, there are around 2.27 million jobless Filipinos as of July 2023.

Newly-appoint govt officials told: Be models of integrity

PRESIDENT Marcos Jr. yesterday told newly-appointed government officials and officers of several organizations to become “models of excellence and integrity” for others.

The President, during a mass oath-taking in Malacanang, also told the oath-takers to use their current positions to “create improvements” in their respective workplaces.

“You now have more opportunities to create improvements in your respective workplaces. And as appointed leaders, your unwavering commitment and even your mere presence daily are crucial to the sectors that you serve (and) to the performance of your respective mandates,” he said.

“As such, I trust that you will remain models of excellence and integrity, especially to your staff, stakeholders, and communities,” Marcos added.

He also asked them to work with the administration in its efforts to establish a new Philippines where the people can live a meaningful, equal, peaceful, and safe life.

The President committed that his administration would provide the necessary support to address pressing concerns that will hinder the development of any of the sectors where the current officials and officers belong to.

Among the officials who took their oath were Philippine Coast Guard Commander Vice Admiral Roy Echeverria, Special Envoy to the Republic of Korea for Digital Transformation Dennis Anthony Uy, and National Commission on Indigenous Peoples (NCIP) Chairperson Jennifer Pia Sibug-las.

Others who took their oath were recently-promoted officers of the Bureau of Jail Management and Penology (BJMP), and the officers of the Malacañang Press Corps (MPC), Malacañang Cameramen Association (MCA), Presidential Photojournalists Association (PPA), and Press Photographers of the Philippines (PPP).
