THE city government of Manila on Wednesday issued show-cause orders to 46 barangay officials who allegedly engaged in irregularities in the distribution of relief goods and allowances as Metro Manila remained under enhanced community quarantine (ECQ).
The city of Manila is divided into six congressional districts with a total of 896 barangays.
Acting city administrator Marlon Lacson gave the barangay executives 72 hours to respond to the complaints filed by their constituents.
“You are hereby directed to explain in writing and under oath within 72 hours form receipt thereof, your alleged participation in the aforementioned complained acts and why no case, administrative or criminal, should be filed against you for violations of RA 11469 or the Bayanihan We Heal As Once Act, RA 3019 or the Anti-Graft and
Corrupt Practices Act and relevant City Ordinances,” Lacson said in his order.
He said failure on the part of the officials to explain their sides within the specified period “shall be considered as a waiver of your right to submit an explanation and the preliminary investigation relating to this matter may proceed to determine the existence of a prima facie case against you.”
In District 1, the following Barangay captains were issued show-cause orders: Alfredo Garcia (Zone3, Barangay 38), Edgardo Fojas (Zone5, Barangay 61), Erwin Catacutan (Zone6, Barangay 62), Joselito Madarang (Zone6, Barangay 65), Rolando Beltran (zone7, Barangay 83), Malvaro Gonzales (Zone8, Barangay 94), Edgar Ocampo (Zone8, Barangay 104), Elenita Reyes (Zone8, Barangay 105) and Edgar Solis (Zone9, Barangay 116).
In District 2, summoned were Elvisa Co (Zone15, Barangay 176), Renato Reyes (Zone21, Barangay 226), Glenn Naguit (Zone22, Barangay 241), Rolan Del Rosario (Zone23, Barangay 249), Reynaldo Angat (Zone23, Barangay
251) and Ramon Perez (Zone24, Barangay 262).
In District 3: Ramon Morales (Zone29, Barangay 299), Victor Eusebio (Zone37, Barangay 372) Jelbie Sabulao (Zone39, Barangay 383) and Cristita Roldan (Zone39, Barangay 383). Sabulao, Barangay secretary, and Roldan, Barangay treasurer, allegedly made the complainants signed in the list of recipients of the P1,000 cash assistance but no money was actually given.
In District 4, the Barangay captains summoned were Tomas Dacayo (Zone41, Barangay 397), Jonas Bartolome (Zone43, Barangay 418), Michael John Regala ( Zone43, Barangay 420), Clarita Padero (Zone45, Barangay 461), Sunguard Pamiloza (Zone46, Barangay 463), Jenilyn Ingalla (Zone47 Barangay 475), Romeo Garcia (Zone49, Barangay 499), Karlo Dimatulac (Zone49, Barangay 495) and Jose Dee (Zone50, Barangay 502).
In District 5: Pipo Barbosa (Zone78, Barangay 713), German Mariano (Zone87, Barangay 803), Margaret Reyna (Zone71, Barangay 694), Manuel Luna (Zone78, Barangay 709), Felibus Papa Jr. (Zone77, Barangay 701), Jaime Adriano (Zone78, Barangay 719) and Edwin Chan of Zone76, Barangay 699).
In District 6: Mario Dauz (Zone58, Barangay 590), Rhodel Rubio (Zone58, Barangay 592), Loreto Erasquin (Zone59, Barangay 601), Dingracio Nidoy (Zone60, Barangay 602), Raul Marasigan (Zone63, Barangay 628), Grace Parel (Zone98, Barangay 891), Purificacion Go (Zone59, Barangay 600), Jelly Laurente (Zone91, Barangay 838), Edgardo Ilagan (Zone91, Barangay 839) and Aida Legaspi (Zone100, Barangay 903).
Manila Barangay Bureau director Romeo Bagay said some constituents complained that they did not get all of the contents of the food packs that the city government was supposed to have distributed to Manila households.
Some of the officials also allegedly only gave P500 of the P1,000 cash aid that Mayor Isko Moreno announced. There were also those who asked residents to sign a list that indicated they have received the cash assistance but did not actually get the amount.
Bagay said some senior citizens also complained that they did not get the milk and food supplement provided by the city government.
