27 more inmates to be released

THE Department of Justice yesterday said 27 more inmates who surrendered to authorities but whose release were not related to the controversial good conduct allowance (GCTA) were recommended for release by a joint task force of the Department of Justice and the Department of Interior and Local Government.

Justice Undersecretary Markk Perete said the 27 constitute the fourth batch of inmates to be released by the Bureau of Corrections (BuCor) after a review of their cases by the joint task force.

“Once approved by the oversight committee, this will bring the number of surrenderers for release to 114 thus far. The oversight committee will meet today to further deliberate on the list of PDLs (persons deprived of liberty) for re-arrest to be transmitted to the DILG tomorrow,” Perete said.

Perete said BuCor has confirmed it released the first two batches of 52 inmates. The third batch is composed of 35 inmates.

President Duterte early this month ordered some 2,000 heinous crimes convicts who have been released for good behavior to surrender within a 15-day that ended on September 19.

The joint task force has come out with revised rules on the implementation of Republic Act No. 10592 which allows the early release of convicts for good behavior. The revised rules exclude heinous crimes convicts from GCTA coverage.

The GCTA implementation became controversial after it was learned that former mayor

Antonio Sanchez, who is serving seven life terms for rape and murder, will be released for good conduct.

A Senate inquiry has uncovered anomalies in the BuCor’s release of convicts, including the “GCTA for sale” and “hospital referral for sale” schemes.
