IMMIGRATION agents apprehended two international fugitives in back-to-back operations last Tuesday, according to Immigration Commissioner Norman Tansingco.
Tansingco said an operation in Paco, Manila led to the arrest of Chinese Guo Shangming, who is wanted by the Luoyuan County Public Security Bureau for obtaining loans through fraudulent means.
Tansingco said Guo had overstayed his visa since he arrived in the country in 2020.
South Korean Hyeong Jinwoo was arrested on the same day in an operation in Intramuros, Manila.
Hyeong, according to Tansingco, has an outstanding warrant of arrest issued by the Suwon District Court for fraud and organization of criminal groups.
“Hyeong was said to be a member of the MinJun Pa, a voice phishing syndicate based in Metro Manila that illegally operates as a financial institution falsely offering low-interest loans in exchange for upfront payment of outstanding debts and processing fees,” Tansingco said.
He said the Korean has been in hiding in the country since 2018.
The BI chief said the fugitives’ passports were revoked by the Chinese and Korean authorities, and they are now considered undocumented and undesirable aliens by Philippine immigration.
The two are detained at the BI detention facility in Bicutan, Taguig City.

‘Significant’ progress reported

In a statement, the FFW said there is a need for the Senate and House of Representatives to pass the proposed legislated pay hike.
“If the Senate and the House can act on the P150 pesos across-the-board wage increase, it would be a significant help for ordinary workers,” said the FFW.
“We still need a huge income stimulus through a nationwide wage hike of P150 per day,” it added.
The Regional Tripartite Wages and Productivity Boards of the National Capital Region, Calabarzon, Central Visayas, Cagayan Valley, Central Luzon, Soccsksargen, Ilocos Region, Western Visayas, and Zamboanga Peninsula have already issued their respective wage orders.
According to National Economic and Development Authority (NEDA) Undersecretary Rosemarie Edillon, this proves the current wage system involving regional wage boards is “working.”
Senate President Miguel Zubiri has filed a bill seeking to increase the daily wages of private sector employees by P150 or about P3,000 a month.
