THE PNP Integrity Monitoring and Enforcement Group (PNP-IMEG) on Wednesday arrested two dismissed policemen reportedly involved in the killing of a 15-year-old girl who filed criminal charges against them in Cabugao, Ilocos Sur in June last year.
Brig. Gen. Fynn Dongbo, PNP-IMEG director, identified the two as former staff sergeants Randy Ramos and Marawi Torda, both formerly detailed with the San Juan Municipal Station in Ilocos Sur.
Dongbo said Ramos and Torda voluntarily gave themselves up after learning that warrants for their arrest have been issued by the local court. The local police relayed the development to the PNP-IMEG, which made the arrest.
Aside from murder, Ramos also faces a rape case while Torda also faces charges of acts of lasciviousness.
It can be recalled that Fabel Pineda, 15, was with her 18-year-old female cousin when they were accosted by Ramos and Torda in a quarantine checkpoint for violating curfew hours.
The girls were on their way home after a drinking spree.
The cops reportedly offered to escort the two on their way home but Pineda’s cousin was allegedly raped by Ramos, while Pineda managed to escape from Torda, who reportedly molested her.
The following day, Pineda, accompanied by a relative, filed criminal cases against the two cops before the Cabugao MPS but she was gunned down by motorcycle-riding gunmen on their way home.
The Ilocos Sur Police Provincial Office arrested Ramos and Torda the following day for the murder of Pineda. A number of cops from the Cabugao MPS were also slapped with administrative cases for turning down a request from Pineda to escort them home.
Former PNP chief Archie Gamboa instructed the Internal Affairs Service to expedite the dismissal proceedings against the two cops while criminal cases were filed against them.
