NINETEEN bills have lapsed into law from May to June, among them the observance of a working holiday in honor of the late First Lady Aurora Aragon-Quezon, the grant of Filipino citizenship to a businessman, and the separation and conversion of annex or extension branches of schools into independent institutions of learning in several provinces.
Malacanang released yesterday a copy of Republic Act (RA) po. 11799, which lapsed into law last May 27, declaring April 28 of every year as a special working holiday in Aurora province to commemorate the death anniversary of Aragon-Quezon and allow the observance of appropriate ceremonies to mark the occasion.
Aragon-Quezon, the wife of the late President Manuel Quezon, died on April 28, 1949, assassinated while on her way to inaugurate a hospital in Baler in honor of her husband.
RA 11825, which lapsed into law last June 2, declared as a non-working holiday the observance of the foundation days and feast days in the province of Davao Oriental, including all cities, municipalities and barangays within the province.
RA 11826, which also lapsed into law on June 2, granted Filipino citizenship to businessman Kwok Yam Ian Chan, who is serving as director of several firms, including copper ores and nickel mining company Marc Ventures, Inc. that operates in Surigao del Sur as well Zenith System and Heavy Equipment, Seaborne Shipping Inc., lsky Empire Realty Inc., Megalifters Cargo Handling Corp., King Dragon Realty Corp., and DK Ventures Inc.
NEW, RENAMED CAMPUSES
Malacanang also released copies of RA Nos. 11793, 11794. RA 11795, RA 11796, and RA 11824 which all lapsed into law on May 29.
RA 11793 separates the Rodolfo V. Pamor Jr. Memorial National High School-Sagñay Southeastern High School Annex in Barangay Turague in Sagñay in Camarines Sur from the Rodolfo V. Pamor Jr. Memorial High School and converted it into an independent national high school to be known as “Turague National High School,” while RA 11794 separates the Dulop National High School-Bag-ong Valencia Extension in Barangay Bag-ong Valencia in Dumingag in Zamboanga del Sur from the Dulop National High School and converted it into an independent national high school to be known as the “Bag-ong Valencia Agricultural National High School.”
RA 11795 and RA 11796 separates the Datu Danwata Elementary School-Agik-ik Extension and the Datu Danwata Elementary School-TFS of Balis Extension, both in Barangay Datu Danwata in Malita in Davao Occidental, from the “Datu Danwata Elementary School” and converted them into independent elementary schools to be known as the Agik-ik Elementary School and the Balis Elementary School, respectively.
RA 11824 converts the Kinangan Elementary School in Barangay Kinangan, also in Malita, into an integrated school to be known as “Kinangan Integrated School.”
The Department of Education Secretary must promulgate the rules and regulations implementing the provisions of the laws within 60 days after their approval.
Other bills that lapsed into law on May 29 include RA 11787 converting the Pinamungjan extension campus of the Cebu Technological University (CTU) into a regular campus which shall be known as the “CTU-Pinamunghan campus;” RA 11788 that establishes the CTU-Toledo campus and the CTU-Asturias campus; and RA 11800 that integrates the Consolacion Community College into CTU which shall be known as the “CTU-Consolacion” campus. All CTU campuses are in Cebu.
The Commission on Higher Education shall oversee the compliance of the new laws.
ROADS AND BRIDGES
Malacanang also released RA No. RA 11797 that renamed the Bogo-Curva-Medellin-Daanbatayan-Maya Road traversing several barangays in Bogo City, Medellin town and Daanbantayn in Cebu as the “Juan Macaraeg Highway;” RA No. 11798 that renamed the Marawi City-Kapai-Tagoloan II Lanao Del Sur Road from Barangay Banggolo Poblacion in Marawi City Kapai and Tagoloani II in Lanao del Sur as the “Senator Ahmad Domocao Alangadi Alonto Sr. National Road” which both lapsed into law last May 29.
RA 11827 renamed the Lobog bridge in Panalsalan in Plaridel in Misamis Occcidental as the “Alfonso Burlat Apdujan Bridge” and RA 11828 that renamed the First Mactan Cebu Bridge that traversed the Mandaue-Mactan road in Lapulapu City in Cebu as the “Serging Veloso Osmena Jr Bridge.” Both lapsed into law last June 2.
Other bills that lapsed into law on May 29 include: RA 11789 that converted a Land Transportation Office (LTO) extension office in Bohol as a district office; RA 11790 that established a Land Transportation Franchising Regulatory Board (LTFRB) extension office in Puerto Princesa; RA 11791 that converted an LTO Satellite Office in Tanay in Rizal into a regular LTO office; and RA 11792 that established an LTO district office in Calamba in Misamis Occidental.
The Departments of Public Works and Highways (DPWH), and Transportation shall oversee the implementation of the said laws which will take effect 15 days after its publication at the Official Gazette.
TELECOM FRANCHISES
Four bills granting or renewing the franchise of telecommunications companies for 25 years have also lapsed into laws.
Malacanang released yesterday copies of Republic Acts (RA) No. 11773, 11774, 11801 renewing the franchises granted to Panay Telephone Corporation, Calapan Telephone System, Inc., and Victorias Telephone System, Inc. for another 25 years.
Malacanag also released a copy of RA 11775 granting the estate of Mr. Amado L. Ola, OPC, doing business as Amapola Broadcasting System, a franchise to construct, install, establish, operate, and maintain radio and television broadcasting stations in the Philippines.
The four measures lapsed into law last May 27, 2022, enacted without the signature of President Duterte.
