STUDENTS in the fifth district of Cebu got new and improved learning spaces when classes opened last June 16, thanks to the education initiatives of Rep. Vincent Franco “Duke” Frasco, whose advocacy includes uplifting public education through strategic investments in school infrastructure, especially in underserved communities.
Among the projects completed in time for the new school year are a P5-million daycare center in Carmen, and a P10-million one-storey, three-classroom school building in Barangay Cantumog, both funded through national government allocations championed by Frasco.
“These are more than just buildings but safe, nurturing spaces that can shape the future of every child who walks through their doors,” said Frasco. “As classes resume, we want our learners to know that their right to quality education is backed by a learning environment that truly supports them.”
The Carmen daycare center is purpose-built to meet early childhood development standards, with age-appropriate facilities, sanitation provisions, and ventilation for the comfort and safety of young learners. Meanwhile, the Cantumog classroom building will address classroom shortages in upland areas, ensuring students can learn in less crowded, more conducive settings.
Since 2019, Frasco has championed education-centered infrastructure projects across the fifth district, including over a dozen classroom and covered court constructions across multiple municipalities.
“As we usher in a new academic year, we are reminded that meaningful education reform cannot begin and end in curriculum alone; it must also be grounded in the physical spaces where learning takes place,” Frasco emphasized. “By investing in resilient, inclusive, and learner-centered school environments, we reaffirm our commitment to shaping not only well-informed students but also empowered citizens. These infrastructure projects are a reflection of the value we place on education as a cornerstone of national development and social mobility.”
Some of the other projects pushed by Frasco includes a P10-million, three-classroom building at the Basak Integrated School in Compostela, a P10-million project in Catmondaan Elementary School in Catmon, and two P10-million, three-classroom buildings at the Campo Integrated School in the island municipality of San Francisco, Camotes, among others.
He has likewise made personal contributions ranging from P24,000 to P100,000 for classroom needs, faculty development, direct assistance to learners in remote schools, and special activities such as World Teachers’ Day celebrations.
