Philippines, Türkiye signs privacy MOU

THE National Privacy Commission (NPC) and Türkiye’s personal data protection authority, Kişisel Verileri Koruma Kurumu (KVKK), formalized a partnership on February 11, 2025, with the signing of a Memorandum of Understanding (MOU) in Ankara, Türkiye.

This agreement signifies a commitment to strengthening global data protection efforts through increased collaboration and knowledge sharing. The signing ceremony was accompanied by a workshop where officials from both organizations exchanged insights on best practices and discussed the challenges they face in the field of personal data protection.

KVKK President Commissioner, Professor Dr. Faruk Bilir, emphasized the purpose of the agreement, stating, “The Memorandum of Understanding was signed to improve the cooperation in the field of personal data protection between KVKK and NPC, and a workshop was held to share information between the employees of both institutions. We aim to continue our co-operation with the Philippines Data Protection Authority in the future.”

Privacy Commissioner Atty. John Henry Naga of the NPC highlighted the importance of international cooperation in addressing data privacy concerns. “Through this MOU, NPC and KVKK acknowledge the significance of a coordinated global response in addressing data privacy issues,” he remarked. He further emphasized that the partnership provides an opportunity for both countries to leverage each other’s expertise and experience on a global scale, reflecting their shared belief that data privacy protection transcends geographical boundaries.

“More than that, it reflects our shared principle that safeguarding data privacy cannot be limited by geographic boundaries. The NPC and KVKK will steer our respective countries toward strengthened data privacy regulations,” Naga added.

The MOU outlines several key areas of collaboration. These include the sharing of expertise and best practices related to data protection policies, as well as joint development of education and training programs. The agreement also facilitates joint research initiatives aimed at advancing the field of data privacy. It also creates a framework for mutual assistance in investigating cross-border personal data breaches and other security incidents.
