COMMISSIONING an offshore wind project takes nearly a decade. From marine spatial planning to grid integration and actual operation, digitalization of each step can assure that massive offshore wind (OSW) projects can move forward at a consistent pace, or even faster.
“Digitalization will play a pivotal role in advancing offshore wind energy by enhancing efficiency, improving project management, and fostering collaboration among stakeholders,” Ann Margret Francisco is the Philippines Country Manager for the Global Wind Energy Council (GWEC) said at a gathering of members of the offshore wind companies as she explained the Philippine Offshore Wind Supply Chain study.
In the Offshore Wind Roadmap for the Philippines, initiated by the World Bank and the Department of Energy (DoE), emphasizes the importance of strategic analysis in identifying opportunities and challenges for OSW. The use of satellites, lidar, ground tools and apps that analyze topographical, g eospatial requirements can support this analysis by providing real-time data on weather patterns, sea conditions, and environmental impacts, enabling more informed decision-making.
During her presentation Francisco called on all stakeholders to “connect and digitalize” the supply chain management, calling for collaboration to “optimize logistics, track materials in real-time, and ensure timely delivery of components needed for wind farm construction.”
“Collaboration among various stakeholders is crucial for the successful development of offshore wind projects. Digital platforms can facilitate communication between government agencies, private developers, and local communities, ensuring that all parties are aligned on project goals and timelines,” Francisco emphasized.
Tracking regulatory compliance and reporting requirements by automating data collection and analysis will help the DoE refine existing policies to create a supportive environment for offshore wind development so developers can focus more on project execution rather than administrative burdens.
GWEC’s OSW Supply Chain presentation was timed with the first Raymund Pascual Offshore Wind Awards jointly organized by BlueFloat Energy, GWEC, the Wind Energy Developers Association of the Philippines (WEDAP) and POWER last December 11, 2024.The award was created to honor former BlueFloat PH president Raymund Pascual, considered to be a firebrand in the pioneering offshore wind sector in the country.
