COA lifts disallowance on P33M road repair projects in Metro

    IT took nine long years but a government contractor and the Department of Public Works and Highways (DPWH) are finally in the clear after the Commission on Audit ordered the lifting of the notice of disallowance issued in 2012 against a P33.77 million road project in Metro Manila.

    In a decision released last week, the COA Commission Proper granted the appeal of Emelyn Rivera, general manager of EVTR Trading and Construction, for exclusion from the disallowance issued by the audit team on DPWH-NCR citing lack of pre-qualification and pos-qualification processes.

    COA Chair Michael G. Aguinaldo and Commissioner Roland C. Pondoc said the explanations submitted by Rivera clarified the adverse findings on the contracts awarded in November 2005.

    The contractor DPWH-NCR did not hold the pre-qualification and post-qualification because, at the time, it was the Bids and Awards Committee of the DPWH Central Office and the Technical Working Group that conducted eligibility reviews.
