Leo-Delfin and 21st-century wars

LEO-DELFIN (the half-lion, half-dolphin figure on the coat-of-arms of the City of Manila) lives in a dangerous neighborhood.

For starters, a year before Moscow’s misadventure against Kiev, Burmese soldiers arrested state counsellor Aung San Suu Kyi, president Win Myint and other key leaders in a morning raid, in effect deposing the elected members of Myanmar’s ruling National League for Democracy. Tatmadaw (Burmese military) then vested power in a junta and acting President of Myanmar Myint Swe proclaimed a year-long state of emergency, triggering a civil disobedience movement. As security forces dispersed rallies and 20-year-old Mya Thwate Thwate Khaing (shot in the head) became the first casualty in the violence, the coup d’état sparked a civil war. Then came the Association of Southeast Asian Nations with a five-point “consensus” (That all violence in Myanmar be halted immediately, That ASEAN provide humanitarian assistance, etc.), but the Three Brotherhood Alliance (Arakan Army, Myanmar National Democratic Alliance Army, Ta’ang National Liberation Army) has kept the offensive against the junta. On top of that, the United Nations Human Rights Council in 2018 had established a UN entity (Independent Investigative Mechanism for Myanmar) in response to reports of gross human rights violations amounting to serious international crimes. More bad news for Tatmadaw. At least 46 organizations called on ASEAN to “move beyond its failed Five-Point Consensus and take decisive action to hold the junta accountable. We also urge the international community to commit to a coordinated, long-term international justice strategy.”
