REP. France Castro of ACT Teachers should file charges of grave threats against former President Rodrigo Duterte, who issued a death threat to her for opposing the intelligence and confidential funds for the office of his daughter, Vice President and DepEd Secretary Sara Duterte.

In a TV interview on Sonshine Media Network International (SMNI), Duterte said Castro should be the first target (of the use) of the intelligence funds and that he wanted Castro and all communists killed. Castro’s lawyers should not be intimidated by Duterte, the blood-thirsty President who ordered PNP drug operatives to kill thousands of drug suspects and drug users.

Duterte also lashed out at House Speaker Martin Romualdez and the House of Representatives, calling the latter “the most rotten institution in the country” for realigning the Vice President’s proposed intelligence and confidential funds for agencies defending the West Philippine Sea.

House party leaders have released a strong statement condemning Duterte’s death threat against Castro and calling on the former President to refrain from making insulting statements against the House, which supported his legislative and political agenda when he was still the country’s chief executive.

This early, it is becoming clear that Romualdez and the Dutertes are on a collision path for the next national elections. The Speaker is putting together several options to neutralize the political power and influence of the former President and his daughter.

Supporting the International Criminal Court (ICC) investigation and the possible prosecution of Duterte on his involvement in extra-judicial killings should significantly demolish Duterte’s political alliances and would certainly be hailed by the masses, which would be an exceptionally huge political advantage for Romualdez. The Vice President has virtually blamed trial court judges “over their failure to deliver justice swiftly” in EJK cases. In the recent 30th anniversary of the Supreme Court of the Philippines-Philippine Trial Judges League, Inc. in Cebu City, Sara said “the failure of Philippine trial courts to deliver justice swiftly contributed to extra-judicial killings and Filipinos exacting revenge through street justice.”

The last thing she would do would be to blame her father for the EJKs and the consequent voluminous unsolved cases.

Sara should know that only 10 percent of the rampant killings in the streets and in front of families in depressed communities have reached the courts. She should know that witnesses were either killed or had disappeared and that the climate of widespread fear and the criminal impunity of PNP drug operatives have been the actual contributors to the elusive and slow justice for our impoverished and powerless countrymen.
