The Maritime Industry Authority (Marina) is pushing several measures as part of its legislative agenda in the next five years.
In its recent midyear performance assessment and planning conference led by the Marina Planning and Policy Service (PPS), the agency pledged to lobby several legislations for the 19th and 20th Congress and set deliverables for 2024-2028.
These include the amendment of Republic Act No. 9295 or the Domestic Shipping Development Act of 2004; Shipbuilding Ship Repair Development Act; Philippine Ship Registry Act; and the Maritime Industry Act to amend Presidential Decree No. 474.
For the 20th Congress, the Marina targets to push for the National Legislation of Marine Pollution Convention and the National Legislation on Hongkong Convention.
As for its strategic deliverables, the Marina seeks to digitalize its systems and infrastructures as well as to achieve a silver/gold award from the Civil Service Commission Prime-HRM and a silver/gold Trailblazer Award for its Performance Governance System.
The Marina’s management, service unit, regional directors, planners and budget officers participated in the conference, which is aligned with its Voyage Plan and the long-term Maritime Industry Development Plan 2028.
In a delivered message, Hernani Fabia, Marina administrator, noted the pivotal role of the midyear conference in shaping the agency’s strategic direction.
He said the conference provides a road map for the agency’s programs, positioning Marina to effectively guide the maritime industry toward enhanced strength and resiliency.
Luisito Delos Santos, Marina PPS director, in his opening remarks underscored the significance of the conference’s outcomes, which will serve as a guiding framework for every facet of the Marina, encouraging a harmonized approach to advancing the maritime sector.
During the conference, Sonia Malaluan, deputy administrator for planning, reiterated the agency’s commitment to excellence and echoed the collaborative spirit that was palpable throughout the event, saying that the shared vision forged during the conference will be the cornerstone of Marina’s future achievements.
To seal the deal, service unit directors signed certificates of commitment that represent their pledge to meet the established targets over the next five years.
