PhilHealth now covers outpatient emergency cases at all accredited level 1-3 hospitals through its Facility-Based Emergency (FBE) benefit, effective February 14.
The expanded coverage implements the Outpatient Emergency Care Benefit (OECB) package introduced in PhilHealth Circular 2024-0033, according to PhilHealth Advisory No. 2025-0009 published February 18.
Hospitals’ existing accreditation automatically includes FBE benefits, requiring no additional certification. However, hospitals must notify their PhilHealth Regional Offices of any extension facilities by submitting certification with the facility name and complete address.
The announcement of coverage for ambulance services under the Prehospital Emergency benefit will be announced at a later date.
