Origin Management Tool for PH Exporters Set for Launch

The Origin Management System (OMS), a free web-based platform designed to help Filipino exporters improve origin management for free trade agreement (FTA) and generalized system of preferences (GSP) compliance, is currently in pilot operation and expected to launch before year-end, according to the Department of Trade and Industry (DTI).

The OMS streamlines origin-related tasks for Philippine exporters who have expressed difficulties with complicated origin processing, DTI-Export Marketing Bureau (DTI-EMB) resource speakers said at a recent Makati City forum.

Core Functions

Filipino enterprises can undertake three key compliance tasks through OMS:

  • Origin determination using actual bill of materials and cost data
  • Product Evaluation Report (PER) submission, required for accessing FTA benefits and initiating origin verification
  • Post-verification preparation by storing relevant supporting documents for future post-export audits

Key Features

The OMS offers four essential characteristics:

Agreement-based origin management includes origin determination based on FTA/GSP Product Evaluation Reports, determination by product and material attributes, and bulk origin determination for multiple items.

Enhanced user convenience features easy-to-use design and dashboard for system status and key data overview.

Reliability of origin determination ensures accuracy with agreement-specific FTA & GSP rules and rapid analysis for new agreements.

Document distribution and storage allows users to store certificates of origin and PER for post-verification compliance, meeting document retention periods defined in FTA and GSP agreements.

Strategic Partnership

The OMS represents a collaboration with South Korea through Korea Trade Network (KTNET), implemented as part of the Philippine FTA Integrated Platform (FIP) Project. The pilot operation began April 14, 2025.

The project supports local businesses and strengthens international trade participation by simplifying and digitalizing processes for Filipino exporters, enhancing tariff preference access.

The FIP Project includes the already-operational FTA Information Portal (philippineftas.dti.gov.ph), providing comprehensive FTA and GSP information. The OMS is accessible at ftaorigin.dti.gov.ph.
