MGEN commits to local employment plan for Atimonan Energy Project

MGEN’s courtesy visit to Quezon Province Governor Helen Tan underscored plans to hire locally, upskill Quezon residents, and drive long-term economic benefits

Meralco PowerGen Corporation (MGEN) has reaffirmed its commitment to inclusive development for its Quezon Province investments during a meeting with Governor Helen Tan.

The courtesy visit highlighted MGEN’s plans to prioritize local hiring for the Atimonan Energy power plant construction, conduct skills training, and collaborate with TESDA to prepare Quezon residents—particularly from Atimonan and nearby municipalities—for project-related opportunities.

“We are not just building a power plant—we are helping build communities. We are committed to making sure the people of Quezon are the first to benefit from the opportunities this project will create. That means investing in their training, hiring locally, and working with government partners like TESDA to build lasting skills that go beyond construction,” said Lino Bernardo, Chief Operating Officer of MGEN’s thermal arm.

Governor Tan has instructed MGEN to ensure inclusive economic development, recognizing the project’s significance in uplifting the local workforce and contributing to regional growth.

MGEN maintains existing TESDA partnerships for other projects, including the MTerra Solar Project in Nueva Ecija and Bulacan, where targeted training programs align with technical requirements of the world’s biggest solar PV and energy storage system.

The 1,200 MW ultra-supercritical coal-fired Atimonan Energy plant will generate approximately 6,000 construction jobs and 300 permanent positions. Using High Efficiency, Low Emission (HELE) technology—utilized worldwide in South Korea, Indonesia, Thailand, and China—the plant maximizes energy production while minimizing fuel consumption for lower carbon emissions.

Once operational, the plant will supply reliable baseload energy for 5 million households or 1,000 hospitals, representing 7% of Luzon’s energy demand. Benefits include enhanced energy security, ₱12 billion in annual electricity cost savings, and over ₱1 billion in annual local economic contributions through property taxes and community development funding.
