JICA Parliamentary League Discusses ODA Projects with Philippine Government Officials

On August 27, 2025, the Japan International Cooperation Agency (JICA) Parliamentary League, led by Chairperson and House of Representatives member Ms. Obuchi Yuko, held a roundtable discussion with key Philippine government officials. The meeting, part of the league’s visit to observe Official Development Assistance (ODA) project progress and attend the 60th anniversary of the JICA Overseas Cooperation Volunteers (JOCV), focused on economic cooperation between the two nations.

Members of the JICA Parliamentary League met with officials from the Department of Transportation (DOTr), Department of Public Works and Highways (DPWH), Department of Economy, Planning, and Development (DEPDev), Department of Budget and Management (DBM), and the Philippine Coast Guard (PCG). The Japanese delegation emphasized the Philippines’ importance as a strategic partner, noting that Japan’s long-standing ODA has significantly contributed to the country’s socio-economic development and resilience.

In response, Philippine officials expressed gratitude for Japan’s extensive cooperation. They highlighted major ongoing projects, including the Davao City Bypass, Metro Manila Subway Project (MMSP), and North-South Commuter Railway (NSCR). They also acknowledged support for the Light Rail Transit (LRT), various flood control projects, and the provision of patrol vessels for the maritime sector. These projects, they noted, are crucial for improving citizens’ lives and promoting regional stability.

The discussion also recognized the valuable contributions of JOCV volunteers in various sectors, from education and healthcare to agriculture and rural development. Both sides agreed that these activities have fostered mutual understanding at a grassroots level.

As the top ODA provider to the Philippines, Japan’s continued partnership will serve to further deepen the friendship and cooperation between the two countries, especially as they approach the 70th anniversary of normalized diplomatic relations in 2026.
