Japan, Philippines, and NGO ACTION launch project for high-risk children

On January 15, 2025, a significant step was taken towards rehabilitating and empowering high-risk children in the Philippines during a signing ceremony held at the Department of Social Welfare and Development (DSWD). This new initiative targets juvenile offenders, specifically Children in Conflict with the Law (CICL) and Children at Risk (CAR) and is part of a collaborative effort between the Japanese government, the Philippine government, and A Child’s Trust is Ours to Nurture, Inc. (ACTION).

The project is implemented as a Japan International Cooperation Agency (JICA) Grassroots Technical Cooperation Project under the Japanese government’s Official Development Assistance (ODA). It aims to create a Community-Based Juvenile Intervention Facilitator (CBJIF) System to support vulnerable children across 56 barangays in Malabon, Navotas, and Olongapo.

JICA Chief Representative Takema Sakamoto emphasized the project’s inclusive vision, stating, “This Technical Cooperation for Grassroots Project aims to support children, especially CICL or CAR, with the concept of ‘No-One-Left-Behind.’ Life’s circumstances may lead children’s paths astray, but it is our shared responsibility to support their rehabilitation, empowerment, and reintegration into society.”

The initiative is expected to enhance the capabilities of social workers within local government units (LGUs) in target regions. It will provide training on managing juvenile delinquency cases and developing Comprehensive Local Juvenile Intervention Programs. The project seeks to address underlying issues contributing to juvenile delinquency through counseling, skills training, and education.
