DOTr, LTO charge ‘BGC Boys’ engineers over fake licenses

The Department of Transportation (DOTr) and Land Transportation Office (LTO) have filed charges against two former Department of Public Works and Highways (DPWH) Bulacan engineers linked to the so-called “BGC Boys” for allegedly using falsified driver’s licenses to enter a casino.

Former Bulacan District Engineer Henry Alcantara and Assistant District Engineer Brice Hernandez were charged under Article 172 of the Revised Penal Code at the Parañaque Prosecutor’s Office on September 16. The case was filed by Transportation Secretary Giovanni Lopez and LTO chief Vigor Mendoza.

Investigation records show the offense occurred on October 17, 2022 at Okada Manila in Parañaque City but only came to the LTO’s attention on September 8, 2025. Lopez said both Alcantara and Hernandez admitted to using fake licenses.

“The DOTr and LTO will never allow anyone, whether government official or private individual, to defile the integrity of our licenses. They will be held accountable under the law,”  Lopez said in Filipino in a statement issued on Tuesday.

If found guilty, the two face up to six years in prison and a fine of P1 million. Their licenses have also been permanently revoked. Lopez said additional complaints are being prepared against other alleged “BGC Boys” members, including Arjay Domasig and Jaypee Mendoza.

“This is a reminder to the public — you cannot and must not use a fake license. That is a crime. Don’t even try, because we will go after you,” Lopez warned.

The crackdown follows President Ferdinand Marcos Jr.’s directive to hold accountable individuals caught using fake government IDs. It also comes a week after the DPWH filed corruption charges before the Ombudsman against 20 of its Bulacan First District employees—including Alcantara and Hernandez—along with four private contractors.
