Risks warned on rapid collection of data

Large amounts data collected and controlled by dominant market players may be a cause of concern, according to the Philippine Competition Commission (PCC).

In his speech at the signing ceremony of a memorandum of agreement between the anti-trust body and the National Privacy Commission (NPC) yesterday, PCC chair Arsenio Balisacan said numerous antitrust or competition jurisdictions have sounded the alarm on the risks posed by the rapid accumulation of data–including personal information– and the potential abuse of market power enabled by network effects and algorithms that directly influence consumer behavior.

Balisacan called on the need to strike a proper balance between enabling innovation and commercial expansion, as well as the protection of personal information and market competition. He flagged on the vulnerability of the Philippines being “an attractive base of over 110 million consumers who can easily and eagerly adopt the latest consumer trends and technologies.”

“Therefore, regulators should be prepared to address, separately and collaboratively, more and greater risks of abuses in the areas of data privacy and competition that will surface in the future,” Balisacan said.

Under their MOA, the PCC and the NPC strengthen enforcement and policy coordination between the two regulators.

The MOA facilitates investigation and enforcement support between the PCC and the NPC, including forming joint task forces and notification of matters of common concern. It also enables direct consultations between both regulators in the drafting and implementation of policies relating to one another’s expertise.
