PPA to open bidding for 7 ports expansion, upgrade in Q3

STATE-RUN Philippine Ports Authority (PPA) is bidding out the expansion and modernization of seven ports in the third quarter this year.

These include: the Port of Matnog in Sorsogon, Port of Balogo in Camarines Sur, Port of Capinpin in Bataan, Port of Tandoc in Camarines Sur, Port of Carigara in Leyte, Port of Amandayehan in Samar, and Port of Salomague in Ilocos Sur

The project aims to enhance port capacity and improve maritime infrastructure across key regions in the country.

As part of the Philippine Ports Authority’s (PPA) 2025 Supplemental Annual Procurement Plan, the agency announced that the publication of bid invitations for the four port projects including Matnog, Balogo, Capinpin and Tandoc is scheduled this month.

The submission and opening of bids for these projects will take place on July 9, 2025, with the notice of award to be issued on July 30 and contract signing set for August 8.

For the remaining three projects, the submission and opening of bids are set for August 20, followed by the issue of the notice of award on September 10 and contract signing on September 19.

The projects include the construction of a continuous RoRo ramp, extension of the reinforced concrete (RC) wharf, expansion of the breakwater pier, and dredging works.  

PPA said it completed the expansion of seven key ports in Luzon and Visayas in the first quarter of this year, with a total project cost of P2.4 billion.

The Department of Transportation (DOTr) also said on Sunday that Amandayehan Port in Basey, Samar has opened and started receiving RORO vessels after over a week of construction.

DOTr and the Philippine Ports Authority (PPA) have designated Amandayehan Port as an alternative route for vehicles and cargo particularly for trucks and loads exceeding 3 tons following the implementation of restrictions on San Juanico Bridge due to structural integrity concerns.

In May, DOTr Secretary Vince Dizon and PPA General Manager Jay Santiago conducted an initial inspection of the port, accompanied by local government officials. Acting on Secretary Dizon’s directive, all necessary permits were fast-tracked and vessels were immediately deployed to facilitate operations.

On Sunday, Secretary Dizon and GM Santiago returned to Basey to assess the operational readiness of Amandayehan Port. 

The PPA said the activation of Amandayehan Port is expected to provide substantial relief to truckers and cargo operators affected by the restricted access to San Juanico Bridge.
