PCCI pushes 20 measures for Congress’ action

The Philippine Chamber of Commerce and Industry (PCCI) has called for President Ferdinand Marcos Jr.’s endorsement of 20 legislative measures for the 20th Congress, aimed at advancing digital transformation, infrastructure development, and regulatory modernization.

In a statement on Tuesday, the country’s largest business organization said it has sent a letter to President Marcos requesting that he endorse the 20 critical legislative proposals in his upcoming State of the Nation Address (SONA) and in the agenda of the 20th Congress.

PCCI President Enunina Mangio said the proposals target structural reforms to “unlock the full potential of our economy” and ensure “broadly shared and sustainable growth.” The reforms align with the administration’s momentum in enhancing competitiveness, expanding economic opportunities, and driving innovation.

“These measures address structural bottlenecks that hinder investment, logistics, rural development, and regulatory efficiency,” Mangio said. “We believe President Marcos’ strong endorsement of these bills during his SONA will help fast-track their passage and demonstrate the administration’s commitment to inclusive and future-ready economic growth.”

Among the digital transformation and infrastructure measures is the Open Access in Data Transmission Bill (Konektadong Pinoy Act), which seeks to expand high-speed internet access nationwide and fully leverage the Digital Transformation Roadmap and National Fiber Backbone.

Another key proposal identified by PCCI is the National Comprehensive Infrastructure Masterplan, intended to provide a long-term framework for strategic and resilient infrastructure investment.

On trade, logistics, and regulatory efficiency, the chamber voiced support for the International Maritime Competitiveness Act, as well as amendments to the Philippine Ports Authority (PPA) Act and the Civil Aviation Authority of the Philippines (CAAP) Charter—measures that aim to resolve conflicting mandates and enhance regulatory oversight in the shipping and aviation sectors.

PCCI also urged the passage of proposals that would empower micro, small, and medium enterprises (MSMEs) and modernize agriculture. These include amendments to the Magna Carta for MSMEs to improve access to finance, markets, and technology; as well as agricultural and fisheries reforms like the Blue Economy Act, Corporate Farming Act, amendments to the Agri-Agra Law, ASIN Law, Warehouse Receipts Act, and the National Land Use and Management Act.

To bridge skills gaps and support youth employment, the chamber endorsed the Apprenticeship Training System Act and amendments to the Dual Training System Act.

For fiscal and governance reforms, PCCI advocated for the passage of the Budget Modernization and Reform Act and the Customs Amnesty Act.

The chamber also backed key digital governance reforms, including the Cybersecurity Act, E-Governance Act, and Artificial Intelligence Act—measures aimed at future-proofing the Philippine economy and securing its digital infrastructure.
