The Philippine Constructors Association (PCA) continues to face shortage of skilled personnel–a problem that started even before the pandemic and which has become a global phenomenon.

But results of the group’s survey showed the negative impact of the quarantine conditions on the construction sector.

Citing a report of the Department of Labor and Employment (DOLE), administrative data from March to December 2020 showed around 7,797 establishments in the construction industry reported the implementation of retrenchment, permanent closure, flexible work arrangements (FWA) , and temporary closure. Around 346,237 affected workers were also reported to the DOLE.

From January to March 2021, around 1,121 establishments in the construction industry reported the implementation of retrenchment, permanent closure, FWA, and temporary closure.

Around 70,972 workers were affected.

PCA said majority of the workers were from establishments which adopted retrenchment/reduction of workers, followed by FWAs, TCs, and permanent closure.

PCA has ramped up its efforts to equip young professionals and students in the industry with skills needed to future-proof the industry through a series of webinars and training programs.

As part of its Philippine Constructors Academy, PCA is offering its internationally-assured Construction Supervisors Training Program nation-wide, in partnership with the Technical Education and Skills Development Authority.
