P4B waste-to-energy plant in New Clark City assured

THE Bases Conversion and Development Authority (BCDA) announced on Thursday that it has secured a P4-billion investment for a new waste-to-energy (WTE) facility in New Clark City, Capas, Tarlac, marking one of the major infrastructure agreements from President Ferdinand Marcos Jr.’s state visit to India.

“This investment delivers direct national value and reinforces our transition to clean energy, supports modern waste management for cities, and brings high-impact foreign capital into one of the Philippines’ most strategic growth areas,” BCDA President and CEO Joshua M. Bingcang said in a statement.

The project is a joint venture of BCDA and a consortium of Philippine and Indian companies, including Global Heavy Equipment and Construction Corporation, ATD Waste-to-Energy Corporation, and India’s Uttamenergy Limited—a regional leader in WTE and biomass facilities.

Set on a four-hectare site, the BCDA revealed plans to expand the project by an additional six hectares, where it will process 600 metric tons of municipal solid waste daily and generate 12 megawatts (MW) of electricity, enough to power over 10,000 households.

Expansion could bring in several billion pesos more in follow-on investment while increasing processing capacity and energy output, the BCDA said.

The plant will utilize German-engineered Enviropower™ Reverse-Acting Grate System technology from MARTIN GmbH to ensure high-efficiency, low-emission waste combustion.

Construction is expected to begin within two years of the contract signing, with commercial operations set to start within three years.

The facility will create around 300 jobs during construction and over 100 full-time positions during operations, supporting livelihoods across Tarlac and nearby provinces, BCDA added.

It said the WTE plant will produce commercially viable by-products such as bottom ash and fly ash, and is projected to avoid more than 100,000 tons of carbon dioxide emissions annually.

The facility will also catalyze downstream industries in waste recovery, transport, and energy services, BCDA said. — Malaya Business News Team
