No permit, no service in ports take effect

The Philippine Ports Authority (PPA) yesterday began implementing a “no permit, no service” policy in ports nationwide.

In a statement, PPA said the implementation of the policy started last November 1 even as some truckers still refuse to secure the certificate of accreditation (CA) and permit to operate (PTO).

The agency imposed the first deadline to secure a CA and PTO last October 15 and extended this to Oct. 31, 2021, only requiring the truckers to file an accomplished application form and submit all pertinent documents by Dec.r 31, 2021.

A trucker applying for a three-year PTO will be given a 50-percent discount on the permit fees.

However, several truckers reportedly still refuse to comply or get operating permits from the PPA for unknown reasons. The PPA said all other service providers in the ports are required to get permits.

As of the October 31 deadline, 75 percent of truckers operating in the Port of Manila have complied with the CA and PTO requirements.

Jay Santiago, PPA general manager, warned that colorum truckers that do not follow the schedules and rules at the terminals will be slapped with hefty fines and appropriate sanctions.

Port operators Asian Terminals Inc. (ATI) and International Container Terminal Services Inc. (ICTSI) have started implementing the policy.

ATI said effective November 1, all trucking/hauling service providers need to present their PTOs before entry at ATI South Harbor.

ICTSI said the policy takes effect immediately at the Manila International Container Terminal (MICT). As such, it will allow only truckers with CA and PTO or have a pending CA or PTO application to transact at MICT. – Myla Iglesias
