New DTI-led council to set performance standards for IT-BPM service delivery

THE Department of Trade and Industry (DTI) and the IT Business Association of the Philippines (IBPAP) said they will form a council that will set performance standards on the service delivery of the information technology-business process management (IT-BPM) industry.

The DTI’s Philippine Quality Award (PQA) Foundation and IBPAP on Monday signed in Makati City a memorandum of understanding (MOU), which aims to support IT-BPM organizations in enhancing sector-wide adoption of quality systems in the delivery of services, a copy of the MOU showed.

The partnership focuses on the promotion and implementation of PQA-related activities tailored to the IT-BPM in the industry, the MOU added.

PQA is the highest level of national recognition for exemplary organizational performance in the Philippines, the PQA website shows.

The MOU, signed by IBPAP President Jack Madrid and Chief Operating Officer Celeste Ilagan, DTI Assistant Secretary Nayla Bautista and PQA Director Lilian Salonga, becomes effective upon signing and remains valid until 2027.

Under the MOU, the DTI commits to provide technical assistance for activities of the IBPAP Quality Council, such as training, assessment and recognition.

“This will raise the standards for everything that we do in the industry… Our industry (is) composed of business services (that) cover all industries, banking, health care, financial technology, software, nursing,” Madrid said, adding that all certification, training and work have to be done with excellence.

“Even the way we behave has to be with excellence especially because we serve global customers,” he added. 

DTI Secretary Cristina Roque, who witnessed the signing, said the MOU opens new pathways for collaboration, particularly in embedding a mindset of excellence across organizations and institutions shaping the country’s digital and economic future.

“We must always strive for excellence, because if we strive for excellence, we’ll get somewhere. Let’s already take out the ‘good enough’ attitude, ” Roque said in English and Filipino
